Let us tell you how the preparation and registration of marriage in the United States of America takes place.
They certainly can. But not as easy as in some other countries. To get married in the U.S., you must do some preliminary work and provide the following documents:

To get married in the United States, you must obtain a marriage license in advance from the county office (City Hall or Court House) where you plan to get married. To do this, you need to submit an application, as well as proof of identity and payment of state fees.
When you fill out the application, you need to decide right away if you will be changing your last name. Also, in some states, the age of marriage is higher than usual — 19 or 21.
This permission is given for different period of time depending on the county — some for 10 days and some for a year. This is the amount of time you have to get married in time. If you don’t make it in time, you’ll have to get a new permit. But some states also issue open-ended permits.
After you receive your marriage license, depending on each state’s rules, you must wait 24 hours, three days, or you can get married the day the license is issued. This time is given for you to reconsider whether you want to get married (by comparison, in Moscow, Russia, it takes 1 month).
A special person performs the ceremony. The description of such a person depends on the laws of the state.
So some states allow friends of the newlyweds to get permission and conduct the marriage registration. And in Colorado the ceremony can be performed by one of the newlyweds.
So when you apply for a registration, you have to decide who will perform the marriage registration — a minister (regardless of denomination), an official (judge, clerk, senator, mayor or congressman), or a friend with a license.
The ceremony itself can be performed as and wherever. On the beach, on a ship, in a helicopter, and the words and vows will be written especially for you.
At the ceremony, this permission is signed by the couple, registrar and witnesses, and within 10 days of the registration, it goes to the county office. The newlyweds can then pick up a copy of the marriage certificate at the same office 2 weeks later. For this certificate to be valid in Russia, it must be apostilled and translated.
